The Collapse of the 28-Article Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the diplomatic emergency sparked by the introduction of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been defused. A senior US official spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its countermove: another massive barrage of missile and drone strikes on Kyiv.

The Cycle of Diplomacy and Destruction

The sequence of conflicting incidents captured the bleak nature of the recent timeframe. By day, diplomatic battles are fought: optimistic declarations are issued from various governments. Immense energy is devoted on containing specific proposals. By night, Moscow clearly shows the world that, for them, conflict continues to be the key method for achieving "settlement".

Nighttime Reality

As military strikes unfolded into the early hours of Tuesday, the present situation of Ukraine's defenselessness was revealed. Ukraine is capable of detecting missile launches from Russian territory, a capability afforded by up-to-date information. From vantage locations, Ukrainian air force fighter jets that had been deployed to intercept incoming cruise missiles roared overhead – sophisticated military planes supplied to Ukraine by European allies.

Shortly after, Kyiv's anti-aircraft weapons thundered: multiple launches fired to intercept a hostile projectile. This was a modern interception technology at work, most likely provided by allied countries. Every firing jolts you unexpectedly, causing tremors. The brief panic quickly transforms into resigned acknowledgment: perhaps the hostile projectile won't strike its target this time, protecting urban areas from devastation and additional electricity failures.

Continuous Dangers

Soon after, a heavy machine gun opened up on a aerial vehicle in the vicinity, part of a defensive team – most likely imported technology. Unfortunately, the shots failed to hit the hostile drone – it maintained course toward its target.

Intermittently, this carried on until dawn. Kyiv faced the daybreak reports: multiple fatalities, damage and heating outages in multiple buildings as a result of the evening attack. As typically, everyone still maintained normal activities – living the war. But those 24 hours encapsulated Ukraine's essential dependence on international aid – a reliance that European nations are demonstrably unable to replace in the near term.

Ineffective Peace Efforts

The comprehensive proposal from Washington generated strong feelings, discussion and serious worry – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.

Every new proposal from American administration follows the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They manage the tension but never actually secure success. This cycle will, no doubt, endure.

Strategic Calculations

It is easy to blame specific actors of persistently promoting Kremlin's demands. But that does not seem to be the entire situation. American leadership works based on a premise familiar among experienced diplomats: you cannot secure via talks what you have failed to defend militarily. The White House believes that it is unfeasible to pressure the Kremlin to surrender the territory that it already controls in Ukraine's occupied territories.

The challenge is that while accepting these circumstances, American administration does little to prevent Kremlin actions, through words or deeds, from believing that the situation will not change more in its benefit in the months ahead.

Divergent Views

Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their motivation to agree to terms that does not give them the maximum possible gain is close to zero. There may be multiple initiatives to end hostilities, but they will carry on as long as Russia's government remains highly assured in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, progressively conceding civilians and areas but preventing a entire defensive failure until circumstances change in its advantage.

Existing Situation

Realistically, there are no real preconditions for a truce. Now, personal considerations are entering the equation: personal goals to broker a ceasefire and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unsuitable, so that their focus does not shift toward homefront challenges. And although their task will now be considerably more difficult after recent developments, it remains quite doubtful that this will modify their basic position.

These two forces are guiding negotiations.

Summary and Prospects

It took a just a single week to terminate the proposed articles of the most recent proposal. Aggressive and erratic handling of the matter by US administration, resistance by Ukraine and the remaining European nations, along with soothing efforts of negotiators, and finally, current information leaks, all served their function.

While new initiatives based on old ideas are approaching, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are based on Russian demands and demonstrate certain reluctance to alter the situation, if they maintain solidarity and improve their protective measures at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the predictable period, largely rely on ongoing international assistance.
